Citizen Meeting on NE Ohio Fracking Waste Injection Wells Sept 27, 2018

9/24/2018

Citizens will hold an anti-injection well public townhall-style meeting in Brookfield, Ohio on Thursday, September 27, 2018,  at 7 PM to 9:30 PM,  to discuss proposed fracking waste injection wells planned to be sited way too near family homes, businesses, government buildings and important waterways.
Building upon the success of a very well-attended August meeting, citizens will hold another public town hall-style meeting on Thursday, September 27, 2018 at 7 PM to 9:30 PM at the Brookfield Ohio Fire Hall (social hall), at 774 State Route 7 NE, Brookfield, Ohio 44403.  There will be a public discussion about five proposed Brookfield fracking waste injection wells and also a new toxic waste injection well proposed for Hubbard Township, Ohio.

A petition opposing the proposed Hubbard Township injection well will be available for attendees to sign.

These wells are planned to be sited way too near family homes, businesses, government buildings, and important waterways. This is unacceptable, say citizens.
Meeting organizers are reaching out to invite and involve residents from Brookfield, Hubbard, Hubbard Township, Vienna, North Lima, and the entire region, including people in Pennsylvania. All elected and public officials and candidates are also invited. The meeting is free and open to the public. All media are urged to please attend.

Meeting organizers say that Ohio cannot be used as a toxic waste dumping ground.
Injection well-related spills and releases that result in water contamination can occur such as the release in Vienna, Ohio in 2015 that destroyed two wetlands and a pond.  Groups say injection wells, such as the ones proposed for Brookfield and Hubbard Township, pose unacceptable risks of potential adverse impacts to air, water, and land. They also pose unacceptable risks of more man-made earthquakes, like the 2011 magnitude 4.0 Youngstown injection well-linked quake, in an already earthquake-prone region where abandoned coal mines exist.
Citizens are calling for the Ohio Department of Natural Resources (ODNR) to be proactive and to immediately deny the injection well permits and revoke those that are already issued in order to protect the public interest, the environment, and the public health, safety, and welfare.
Groups stress that ODNR must not force families, individuals, and communities to accommodate and adjust to the unfair and risky placement of toxic waste injection wells located practically in some peoples’ backyards. Citizens have private property rights and rights to the protection of public health and safety, as well, that must not be violated by the unwise siting of injection wells so near family homes, important waterways, and other vulnerable structures.

Groups helping to coordinate the September 27th meeting are Brookfield Citizens Against Injection Wells (BCAIW)  ( https://stopfrackingwasteneohio.blogspot.com/  )    Frackfree America National Coalition (FANC), based in Youngstown, Ohio (www.frackfreeamerica.org ) and  Buckeye Environmental Network (BEN) (www.buckeyeenvironmentalnetwork.org ).
The groups, FANC and BEN, believe based upon science and experience, that injection is inherently unsafe and that no amount of regulation can make it safe, especially in a highly populated, earthquake-prone area where Hubbard Township and Brookfield are located and where there are abandoned coal mines.

A town hall-style, informational, open-to-the-public meeting about fracking waste injection wells is to be held on Thursday, August 30, 2018 in Hubbard, Ohio
A citizen town hall-style meeting to be held on Thursday, August 30, 2018 at 7 PM to 9:30 PM at the Brentford House in Hubbard, Ohio (more details below) will address fracking waste injection wells, in general, and also a new toxic waste injection well proposed for Hubbard Township, Ohio planned to be sited way too near family homes, businesses, government buildings and an important waterway.  Five proposed Brookfield, Ohio injection wells and North Lima and Vienna, Ohio injection wells will also be discussed.

Astonishingly, despite Trumbull County having numerous waste injection wells already, yet another toxic waste injection well is being proposed for a highly populated area in Hubbard Township, Ohio.  This is unacceptable. Groups opposing injection wells say this is an issue for the entire region and the state, especially since scientists have linked injection wells to man-made earthquakes, even as large as a magnitude 5.7 quake that occurred in Oklahoma in 2011.

There are also unacceptable risks to water posed by injection wells.  Spills and releases that result in water contamination have occurred such as the release in Vienna, Ohio in 2015 that destroyed two wetlands and a pond.  Groups say injection wells, such as the one proposed for Hubbard Township, pose unacceptable risks of adverse impacts to air, water, and land.  They say Ohio cannot be used as a toxic waste dumping ground.

Concerned Hubbard citizens, their allies, and groups opposing injection wells will hold a town hall-style, informational public meeting on Thursday, August 30, 2018  at 7 PM to 9:30 PM at the Brentford House , at 737 Myron Street, Hubbard, Ohio, 44425 to provide information and to let the community voice their concerns and suggestions regarding lawfully halting fracking waste injection wells.

The meeting is free and open to the public. All media are urged to please attend.

At the beginning of the meeting, distinguished speakers will provide information about injection wells, hazardous waste, and other relevant issues. Then the floor will be opened to the public and media for comments, questions, and answers.
       Confirmed speakers are:
  • Battalion Chief of the Youngstown Fire Department, Silverio Caggiano, who has served for 37 years with the fire department and who serves on numerous hazardous materials technical advisory committees for the state.  Chief Caggiano also has 27 years as a hazardous materials/ WMD Specialist.
  • Hubbard Township Trustee Rick Hernandez, Jr.
  • Teresa Mills, Executive Director of the Buckeye Environmental Network (BEN) and Community Organizer for the Center for Health, Environment and Justice (CHEJ).
Town hall organizers say that at the meeting, attendees can get up-to-date information on the status of the proposed injection wells, sign the citizen petition to oppose the proposed Hubbard Township injection well, and voice their concerns, experiences, and expertise regarding the wells.
Saying that communities need to stick together in their opposition to the injection wells, meeting organizers are reaching out to invite and involve  residents from Hubbard, Vienna, Brookfield, North Lima and the entire region, including people in Pennsylvania. All are urged to attend.
Groups helping to coordinate the meeting are Citizens Against Injection Wells – Hubbard Twp., Frackfree America National Coalition (FANC), based in Youngstown, Ohio (www.frackfreeamerica.org ) and  Buckeye Environmental Network (www.buckeyeenvironmentalnetwork.org ).
The groups, FANC and BEN, believe based upon science and experience, that injection is inherently unsafe and that no amount of regulation can make it safe, especially in a highly populated, earthquake-prone area where Hubbard Township and Brookfield are located and where there are abandoned coal mines.

UPDATE on Hubbard, Ohio, injection well application
Original Statement by Hubbard Ohio Township Board of Trustees on July 31, 2018 entitled, WASTE BRINE INJECTION WELL OBJECTION CONTINUES can be read here on facebook at: https://www.facebook.com/HubbardTownshipPolice/photos/a.296084560461478.69442.294928043910463/1866493676753884/?type=3
WASTE BRINE INJECTION WELL OBJECTION CONTINUES, Statement by Hubbard Ohio Township Board of Trustees on July 31, 2018:

The Hubbard Township Trustees met with citizens on Wednesday, July 25, 2018 at a special meeting concerning the proposed brine waste injection well proposed for the Hubbard Interstate 80 interchange area. Trustees filed the official objection to the well based upon citizen input and materials submitted by the last attempt by D&L Energy for the very same site in 2011/2012.

The local owner of the well site is NEXLEV LLC of 7041 Truck World Blvd in Hubbard, and is the very same company that sponsored the waste well in 2011 under the D&L/Ben Lupo enterprise. The Township objects to the proposed waste injection well, located in the center of the Hubbard Township business district, and it is in direct opposition to the 3.5 year, $15,000 Comprehensive Plan that was adopted by the Township and is current legal guidance in community development. The primary objections raised by the Township and local citizens center around the following:

1. Failure to notify in a legal and timely manner.
2. The new well is an exact duplicate of the application of 2011 when the D&L/Lupo NEXLEV LLC failed.
3. The proposed well is less than 10 miles from the D&L earthquake site and 1.5 miles from the Hubbard/Kleese KDA Dubois site, 2140 North Main Street.
4. The drill site is directly above the “Hubbard Aquifer” that supplies most of Hubbard Township that is not supplied by a public water source.
5. The proposed well site is within the Hubbard Exit #234 of Interstate 80 which is already a traffic hazard and the #2 most dangerous intersection in Trumbull County.
6. Trumbull County is already the host to 17 of the 217 waste brine injection well sites in Ohio. Trumbull County is at the bottom of the public health surveys, one of the worst areas for cancer, breathing issues, and low birth weight concerns. Air quality will be an additional health concern and is already being monitored by air quality professionals. Ground water contamination is a concern due to the location of Little Yankee Run Creek less than 100 feet from the well site. Little Yankee Run Creek flows into the City of Hubbard and then east into Pennsylvania, upstream from the Shenango Water Treatment facility in Sharon, PA.
7. Economic development and job development as promoted by the Township Comprehensive plan (developed over 3.5 years with the assistance of the Trumbull County Planning Commission) includes a “corridor district” with the City of Hubbard and other communities. Within 100 feet of the proposed well site there is an explosives/fireworks/flammable warehouse, a dairy/ice cream manufacturing facility, and several other businesses including two truck/fuel facilities and a recently expanded GM dealership.
8. The legacy of the coal industry that involves 43 inactive coal mines which dot the area within 2.5 miles of proposed waste well site.
9. The 3.94 acre site is too small for the amount of tanker truck traffic being suggested on the application along with the increased truck traffic in the interchange area on an already poorly designed interchange and high traffic crash area.
10. Social justice issues involving the placement of these brine waste injection wells in areas, cities, and townships that can ill afford to mount a legal challenge to large corporations and government agencies bent on taking theses wastes, be it landfills and out-of-state garbage or waste brines (and who knows what else) into our community.
The Township received “official” notification about the proposed well on July 30, 2018, even after the media knew about the well on July 20, 2018 based upon an application dated July 9, 2018. The clock is ticking and we have 15 days to respond. The Township has responded and has requested a hearing within the community.
Local citizens are requested to contact the following entities BEFORE AUGUST 13, 2018; send them your comments registering your opposition AND request a public hearing here in the Hubbard community:

Ohio Department of Natural Resources
Division of Oil & Gas Management
2045 Morse Road, Bldg F-2
Columbus, OH 43229-6693

Senator Sean O’Brien
1 Capitol Square, Ground Floor
Columbus, OH 43215

Representative Glenn Holmes
77 S. High Street, 11th Floor
Columbus, OH 43215

Governor Kasich
77 South High Street, 30th Floor
Columbus, OH 43215-6117

Our best hope is Governor Kasich, as he was the one that took control of the situation in 2011/2012 following the earthquakes caused by D&L Energy and the Northstar #1 well in Youngstown, by issuing an executive order that closed those wells within a 7 mile radius of Northstar #1 well site.
We as citizens must take the time to care about what happens to our community, our homes, our kids, and the future of the Hubbard Community. Please, take the time to care and contact the State and stop this insane process that destroys our community, our health, and our future. Please do it today!
If you need additional information, please contact any one of your three Trustees. Special thanks to our neighbors that have lent support to our battle to stop this waste well: Brookfield Township; Vienna Township; and most of all, the City of Hubbard, Mayor John Darko, and members of City Council.

TRUSTEES OPPOSE PROPOSED WASTE BRINE INJECTION WELL
Statement by Hubbard Ohio Township Board of Trustees on July 20, 2018

Hubbard Township was notified on Wednesday July 18, 2018, by the local news media, not the State of Ohio, of the issuance of a permit to construct a waste brine injection well in Hubbard Township. The Township is not happy with this latest example of bringing major development issues into a community via the “back door, no notice” approach to transparency in Ohio government.
It is our initial understanding, again through the news media and not the State of Ohio, that this proposed well is going to be placed on four (4) acres of land within the interchange of Interstate 80, US Route 62, and Hubbard Masury Road. For those of you locally, that would be behind Katie’s Korner Ice Cream and the Greenwood Chevrolet dealership and Wholesale Fireworks on Hubbard Masury Rd.
While the process for the waste injection well has just started, it is the intent of Hubbard Township to RESIST the placement of this well in this location for a multitude of reasons, but primarily at this early stage: public safety, health, and welfare.

As the Township organizes to build a resistance to the proposed waste brine injection well, more public involvement will be necessary. We recently have seen what the five (5) injection wells have brought to Brookfield Township and the Township does not intend to let that happen here.
From the state application it indicates that the installer is Bobcat Hubbard LLC, 4137 Boardman Canfield Rd, Suite LL3, Canfield, Ohio, 44406, 330-286-8130 and the proposed well is to be 8,700 feet in depth. The property is owned by NEXLEV Inc. of 7041 Truck World Blvd, Hubbard, Ohio, Ed Yasechko, Agent.

The Township recently completed a four year process to establish a Comprehensive Development Plan for the Hubbard Township community to include the proposed development of the interchange area and commercial business corridor districts into the City of Hubbard to expand job growth and promote business expansion. Nowhere in the plan, which cost Hubbard Township citizens $15,000, did it include a waste injection well that would import salt brine waste, containing who knows what, from Pennsylvania just a short 3 miles from the Pennsylvania state line.

As we move forward the Township will file the necessary objections and request a public hearing with ODNR, NEXLEV, and Bobcat Hubbard in the near future. More information will be made available soon.

Brookfield, Ohio residents and their allies strongly oppose the siting of five - yes five! - proposed fracking waste injection wells in Brookfield, which is an area close to injection well-related,  man-made earthquake epicenters, including a now-famous 4.0 magnitude quake in 2011 in Youngstown, Ohio.

To hear the relentless, disturbing sounds and see the astonishing disruption of injection well preparation, please watch and share widely the following two, brief YouTube videos of preparation for fracking waste injection wells in Brookfield, Ohio.

Why are heavy industrial operations, including fracking waste injection and disposal wells being placed so near families, homes, parks, schools, forests, and elsewhere locally and in other states across our nation?  This is unacceptable and must be lawfully halted.

More injustice as evidenced by the below photos of heavy industrial fracking waste injection well operations in nearby Vienna, Ohio way too near a family home and community are below.   Vienna, Ohio also experienced a 2015 waste release associated with a now-closed waste injection well that destroyed two wetlands and a pond.

This insanity of states' allowing heavy industrial fracking-related activity in and near our homes and neighborhoods must stop to protect the public health, safety, welfare and private property rights and values of our communities:

"As many concerned citizens have said regarding injection wells:  We are not going away.  Ohio is not a toxic fracking waste dumping ground.  We are not expendable.  No one is expendable. These are our family homes.  Our livelihoods have been invested in them.  We have private property rights, too.  ODNR must halt this permitting process now in order to protect the public health, safety, and well-being of Brookfield and the entire region."

Learn more about supporting Ohio Senate Bill 50 To Protect Our Children and Communities
http://ohiosb50.org/Senate Bill 50 would prohibit the disposal of brine by deep well injection, by land application, and in association with enhanced recovery. Accordingly, it eliminates the per-barrel injection well fee. It also prohibits the conversion of a well to a use other than its original purpose (for example, converting from an oil and gas production well to an injection well) and establishes criminal penalties for a violation of the bill’s prohibition.
